Project description:

The humanitarian crisis in Darfur - one of the poorest regions of Sudan - is continuing despite the December 2004 Peace Talks. About 2.2 million people - a third of the entire population of the Darfur region - are badly affected by this ongoing crisis. 1.2 million people have been displaced within Sudan and approximately 200,000 people have fled across the border into Chad. Serious violations of human rights have been reported by the UN and human rights organisations.

Difficulties securing humanitarian access coupled with ongoing insecurity - including attacks on civilians and humanitarian assistance providers - persist in Darfur despite international efforts to stem the violence and assure humanitarian assistance to vulnerable populations. Hundreds of thousands of lives are under immediate and growing threat and humanitarian support continues to fall far short of the growing basic survival needs of the people of Darfur.

With funds raised AUSTCARE will commence a project in South Darfur. In this area of the province, particularly around Shaeria locality, the humanitarian situation is extremely precarious. Insecurity and insufficient coverage of basic needs for the war-affected populations continues to cause major suffering. IDPs out number the resident population by approximately four to one, shelter is limited to ragged cloth or plastic, food and water are in very short supply and there are no functioning health facilities. To date there are no international NGOs operating in the area.

The water and sanitation project is designed to support the main healthcare programme and reduce the incidence of illness and morbidity from diarrhoeal disease and Hepatitis E, through improving water and sanitation in Shaeria locality and other surrounding villages. This will include rehabilitating the toilets and latrines and creating adequate water storage for hand washing and latrine cleaning. The project will be done in partnership with UK-based aid organisation Merlin.

To review project outcomes country management and project teams will regularly review project activities. Routine, ongoing collection of health data is monitored by health personnel both in the field and in headquarters, and health responses are adapted accordingly. There will be consultation from key stakeholders - including local partners such as the State Ministry of Health, community leaders and service users - is utilised in programme development.

Is there an allowance for administration costs? Direct costs for our current Sudan Emergency Appeal have to date been around 10% only and we have been able to disburse the remaining 90%. We take seriously our responsibility to monitor how funds are spent and how effective our projects are - you can be assured that all funds that go to our beneficiaries can be accounted for and outcomes reported on to donors.
