Project Name HIPPY (Home Instruction Program for
Pre-school Children)

Project description
HIPPY is an early intervention and educational teaching tool. Its aim is to provide educational assistance for pre-school children from educationally disadvantaged communities.

It was introduced into Australia by the Brotherhood of St Laurence in 1998, starting with 18 families. The Project is expanding with a further intake of 32 families, and the objective of providing an example of what can be achieved to reverse cycles and trends in disadvantaged communities.

Tutoring is provided to pre-school children to prepare them for school, and to highlight the need for the educational support required by children before and during their formal schooling years.

The first intake was highly successful with only one family dropping out. A HIPPY parent has been appointed as a home tutor as part of the projects expansion and an independent evaluation by Victoria University has commenced.

"I have chosen the HIPPY Project because it involves parents in promoting early childhood learning. I also know from experience that low educational expectations and achievement are part of a vicious cycle, and this project appealed to me greatly with its practical approach to such a difficult scenario. I was also impressed with the success rate of the project, which has exceeded the rates of success of similar programs run overseas.

It is not a huge program, but it is effective and can lead by example."
